We need a little bit of help with this one.
It is a finely made brass arts and crafts candle chamber stick. Very similar in form to those made at the Keswick School of Industrial. Looking at I would guess that it would had a removable sconce at the top. This one is marked Youghal A M W ?? It is decorated with an entwined design of mythical beast a bit like the Book of Kells.
Youghal is in Ireland and may have been associated with the Five Mile Town artisans. This is not an area that I know a lot about and ask for any comments on it's history and makers.
